[API Bug] Shopify doesn't recognize unauthenticated scopes

I can request a new unauthenticated scope to my app and verify the scope was added.

But when calling Shopify to create a new storefront token it responds with:
https://???.myshopify.com/admin/api/2023-07/storefront_access_tokens.json 
"App must have unauthenticated scopes to create a storefront access token."

Can I get a Shopify developer to take a look and help me get a storefront access token generated?
