Bug in the parameter "merchant_locale "

Trying to help my merchant who use my app, 

his shop is in English ,The merchent defines an English language in the shop and you send the app the payment
request as if the site were in Hebrew. 

when he added Hebrew like the pic -  and did preview - we did see the payament page in english, 

but when we publish it - its Hebrew again 😞

The bug is that we got in : merchant_locale ="Heb" instead of "en"

Please help!
