No, it is not possible to install the custom app on multiple stores. Only published app can be installed on multiple app. 

Want to modify or develop new app, Hire us.

According to the documentation (see link) you can install a custom app to multiple stores, but only Shopify Plus Partner (see requirements) accounts support this feature.
