Shopify Order API Response - Unable To Reserve Inventory

We are getting error "unable to reserve inventory" with order creation also we have checked that the inventory already exists but still we are getting the same error.

This is the request id of that particular order

'X-Request-ID' => 0792d3d2-7c10-4640-ade5-8355b85ba645

We are getting this error very frequently

Also, I have checked that this error gets resolve when we pass 'inventory_behaviour'=>"decrement_ignoring_policy"

Please check and explain the reason behind this.
