Storefront API - GraphQL - Product Recommendations - Intent: Complementary

I'm making a Storefront API call to retrieve product recommendations with the intent complementary.  However, this is returning an empty products array.  When switching the intent to ```RELATED```, my product recommendations return from the call.  Can anyone share any insight as to why this may happen?

Context - I develop customer solutions for the Tapcart app and my merchant wants to display complementary product recommendations and not the default related recs.

I think complementary products need to be set manually before the API will return them. Have you already created these?
