Translated Checkout from checkoutUrl

I have an additional language French enabled in my store, when I get the cart with the accept-language: fr header, the checkoutUrl in the response still goes to an English checkout rather than a French checkout.

How do I get a French checkout when the locale of my site is set to fr?
