Global expansion, localizing content, and selling in multiple currencies and languages
1) Can you use flat rate shipping in the USA and Also use weight based shipping to Canada at the same time?
2) Can we only collect the customs charges automatically at checkout with the higher shopify 299. a month plan? Is that the only plan that is available on.
When we shipped to Canada from the usa in the past we had to pay the customs bill not the recipient. Is there another way other than the auto collect option?
We are a USA based business.

Thank you for your post. I'll answer each of your questions below.
You can set different shipping rates for the USA and Canada by creating seperate shipping zones for each country. Customers from either country will only be presented with the eligible rates you've set up for each country when they proceed to checkout.
Merchants looking to collect international duties and custom taxes at checkout will need to be either on the Advanced or Plus plans, yes. Without this feature customers can still shop from abroad, but the duties and customs fees cannot be paid when they are checking out.
I believe who pay the customs and duties fees depends on the type of incoterm you use. An incoterm determines how your customer is charged and how your shipping carrier goes about collecting payments for duties and import taxes. For example, delivered duty paid (DDP) indicates that the seller assumes reponsibility for any import fees that are due, whereas delivered at place (DAP) passes this responsibility onto the buyer.
As a merchant, you'll want to consider how using DAP may impact your business. Buyers may refuse the parcel if additional fees are required, or issue a chargeback, so you'll want to at least be very upfront about the potential for additional costs when selling and exporting this way.
