Excluding Products for Sale | Shipping Charge Duplication

Hi There

Currently our store only ships within the UAE and we have a flat shipping rate of AED 25

We are expanding into Saudi and trying to set up our Shipping Zones but are facing an issue as 2 of the products cannot be sold in Saudi.

Shopify Support suggested I create a separate shipping zone for the 2 products that can't be shipped to Saudi and then have another zone that has all the other products that can be shipped to both Saudi and the UAE.

This works perfectly for Saudi but it causes a problem now for the UAE as if someone wants to purchase a product from both zones then they get charged shipping twice. The newly created zone obviously has to have a shipping to accommodate UAE customers who only want to buy the products that can't be shipped to Saudi! 

Any suggestions are greatly received as currently going round in circles!
