If you had 3 users come to your site, and one stayed for 30 seconds, one stayed on your site for 5 minutes, and the other stayed on site for 60 seconds, then your average time on site would be: (0.5 minutes + 1 minute + 5 minutes) / 3 = 2.17 minutes.

As @p1Commerce has correctly explained, this metric would refer to how long the average customer is spending on your storefront and would help provide an insight into customer behaviour. Customers spending more time on the website are more likely to make a purchase, generally.
Are you looking into this metric in the Analytics section of your store? We've more information about customer behaviour reporting over on the Shopify Help Center that I'd recommend checking out if you're looking to use your analytics to help inform decisions on improving your conversion rate.

Is this feature not available to all Shopify plans? I am on the cheapest Shopify plan and I cannot seem to find this metric. Am I doing something wrong?

I checked my own test store and do not see the Average Visit Duration either and from looking into this I believe this specific metric has been removed. However, there are a variety of other metrics within our behaviour reports which I hope you will find useful. Please let me know if you've any other questions about Shopify Analytics.
