How to report bad behaviour by Shopify employees

Who will watch the watchers? 

I have been attempting (for some time) to set up Shopify payments. My store is fully set up and registered in HK and complies with every single local policy as well as all the policies on Shopify's publicly visible terms & conditions. The issue is that the risk team or certain members are taking it upon themselves to not only block the set up by requesting additional information which wasn't stated on the T&C but to also sabotage another store which has already been approved for Shopify payments using the exact same information. 

To whom does one report such behaviour?
