How to transfer inventory to INTL location using Shopify DHL rates?

HI!  I'd like to send inventory to a warehouse in TH using the Transfer method and take advantage of Shopify's great DHL shipping rates. 

If I create an order to send there, it will see it as a "sale" to the warehouse, and reduce my inventory. 
Any sales coming in that I want to have the TH warehouse to fulfill, will "double-dip" essentially by counting as an additional "sale".  

Does that make sense?

Is there a way to do this?
