Global expansion, localizing content, and selling in multiple currencies and languages
Shopify, could you please confirm if you are making changes in online stores 2.0 which make it possible for merchants to comply with tax rules out of the box. Considering there is a huge push and advertising saying you’re making it easier for merchants to ship internationally. 2.0 looks incredible and I’m super excited but you need to include some basic functionality for taxes (and well automatic discounting for user groups but that’s yet another issue).
Some countries you must show prices including tax, others you must have it separate. Some both depending on retail or wholesale.
The three current options seem to be:
1. Hire a developer
2. Use an app
3. Upgrade to plus and pay a bundle, plus have a developer and then manage multiple stores??
In our experience with the first two options options there are issues with compatibility across apps (some especially once discounting or subscriptions are included). Alternatively you could hire a developer to do it for you and then have to do testing and further developmental updates every time there is a change to Shopify or one of the apps you use.
This is not an out of the ordinary request. It’s simply asking you to make your platform legally compliant by offering a standard functionality.
Please consider your loyal shops who pay an absolute fortune in apps which cause further compatibility issues when rollout out APIs for devs.

You can check the store sales in different countries and make a balance to charge the VAT tax or split the EU business to create a new store at the moment.

Honestly, why bother?
Use an ERP software or accounting software with pre-loaded information on all countries and let it generate custom invoices.
Link the ERP system to your shipper (DHL / FedEx) and let it upload the PDF file or just print 3 copies of the invoice.
Where is the Issue?
Shopify should add inhouse sorting and stackable discounts, as this is much more a pain
