Pop up with a message "We ship to [your country]" based on Geo targeting

Hi,

I'm looking for a simple app that will show a pop-up informing store visitors that we provide free shipping to the visitor's country, with their country flag. Nothing more. 

I've found Shopify's Geolocation app, but it doesn't have any customization options, you can't even change the pop-up text.  I also found an app for pop-ups, that can do this but charges $19/mo. I need something simple and cheap.
