I'm trying to open a new store for a cliente who is located in Puerto Rico, but when i go to the options to select the country it does not show on the scroll down, can someone help me with this? should i select another country? Thank you
As Puerto Rico is a territory of the United States, you'll need to select United States as the country, after which you can select Puerto Rico as the state.
If you navigate to your Shopify admin > Settings > Store details > Address section, it should look like the following:

Kimi, I ran into a similar situation where a customer place an order to be shipped to Puerto Rico, and although the cost is much higher for me to ship there, since it's listed under United States, there's no way to adjust the prices for that region (as the Puerto Rico also doesn't exist separately under "markets"). What can I we do?!

Have you tried creating a separate shipping zone for Puerto Rico? Doing so will allow your customers with a Puerto Rican address to be presented with their own shipping rates.
If you currently have Puerto Rico included within your United States shipping zone, make sure to edit this by clicking on the Ellipsis (three dots) > Edit zone > Search United States > Uncheck Puerto Rico from the list of states as seen below.
From there, you can then click Create shipping zone and add Puerto Rico as the sole state for this new shipping zone:
You can start adding shipping rates for your newly created Puerto Rican region from here!
Don't forget to also test your checkout with a test Puerto Rican address, to make sure that the checkout process is operating smoothly for your new shipping region. We have instructions here that you can check, if you need guidance on how to place a test order on your store. If you're using Shopify Payments on your store, follow the instructions listed here instead.
