VAT free purchasing for Non-European customers

Hi community,

I am trying to set up VAT free purchasing for non European customers. I tried everything possible in the Settings>Tax section but it still doesn't work. I noticed a feature in the productpage which says: Add VAT to this product, but I want to add VAT for European customers and I want to remove it automaticly for non European customers. Does anybody have any idea how to set this up? Many thanks in advance!
