Why is my online store inaccessible from Iran and how can I solve this?

we did set up a German Shop but the owner, being in Iran cannot see it.

"You do not have permission to access this website
The owner of this website has either blocked your IP address (185.49.97.247), or
the country or region your IP address is in (IR), from accessing this website."

the provider of the Domain is not blocking it, but telling me that this must be shopify blocking it. How can that be solved? Any ideas?

Same issue also with my Company Owner, And here is no one reply yet on this issue. Is any one available for the sort out this problem?
