Adding order comment without triggering an order update

Hello,

I am trying to add an order update such as timeline comment, note, or metafield, so that I can pass my notification to Shopify without triggering another order/update webhook request. I know timeline comments cannot be added through the API, and updating notes/metafields will trigger an order update call. How can I achieve the desired behaviour ?
