Breaking changes:
Using the new Dawn theme and do not comprehend how or why this suddenly seems to have happened.
How can I fix it?

Its simply stating that in newer versions of the api the force_ssl field has been removed. It lets developers who are using this in their apps know they need to update and remove any code that relies on it being there
I'm assuming the error will come to shop owners if you have any private apps setup - normally used for local theme development. If yo u have a private app for theme development then this change in the api would not do anything
It seems many store owners got this alert even though it is likely only intended for developers.
Hopefully someone from support can clarify why this is happening and if it is a mistake.
If you are a store owner and not a developer then I would not worry about it
What's the relevance of this message to developers?
Can the content of the message be explained in a way that may make sense to shop owners ?
Now that Shopify has sent this warning message to shop owners I suggest that there may be a duty of care to explain its meaning too. And, some shop owners may like coding and would benefit from learning more about these things.
Thanks

@jordanholmes That's helpful, thank you.
I cleared out some apps recently. Other than that - still learning to understand code and not playing with API or webhooks yet. Maybe removing apps triggered such a warning message or it was due to something else...?
Thanks for giving a meaningful explanation.
