How Can We Make Dawn Theme Suggestions to Base Code

It seems like everyone would benefit, from an SEO perspective, to not make the H1 tag of the entire site the Logo.  Also, to not make the H2 on every page the Cart.  Not sure why this continues from update to update and looking to see if this change can be made in a new version of Dawn.  Where/Who/How can I request this?
