I am looking to create a section for my store for a review carousel that scrolls through

Product reviews are not accessible via Liquid so to create a product reviews carousel section you'd be looking to either expand how an existing product reviews app displays reviews or create your own custom product reviews app - as you'd need to be getting reviews via the Admin API. The process for creating the carousel would depend on how you're currently managing your reviews. For example if you're using Shopify' Product Reviews app you might be able to customise the product-reviews.liquid snippet that the app adds to your theme, or if you're using an app like Judge.me you might need to explore their API documentation in order to see how to use the review data in your section.
