It sounds like you haven't activated the markets involving those missing countries in theShopify Marketsarea in your admin. Besides adding them to theshipping zonesin your shipping profile, you need to activate the countries you ship to in theSettings > Marketspage to enable customers to select those countries at the checkout. You may head over to that page and check if the countries sayInactivesuch as in the screenshot below.
If they are inactive, you may clickManagebeside each country and clickActivate marketto activate it.
