2 shipping labels under 1 order

I recently had a customer order two items from my site that came under 1 order number, however, it's giving a separate shipping label to purchase for each item. can you advise why this happened? It seems I would have to purchase 2 shipping labels for the order. Wondering if its something wrong with how I set up shipping
