3 fulfillment locations - different assortment

Hi all! 

I have a huge problem! 

3 different fulfillment centers (USA, Germany and China). In Germany I have full assortment, but in China and USA I only have a limited assortment (due to logistic challanges). I do not want to ship products from Germany outside of Europe. 

Right now, at customer from USA can order the full assortment from the website, even though inventory = 0 on some of the products in the region. 

How do I solve that?!?
