Add International Shipping Rate

I've created many shipping zones before. Somehow I cannot create a new one for Italy.
I go to my shipping profile, click on Create zone. I check Italy and click on Done. I click on Add rate under Italy. I choose Use flat rate. This is where I get lost. It automatically has free shipping, which I do not want. I click on Add conditional pricing and check Based on order price. I can enter dollar values under the condition. But I cannot add a shipping price or remove the free shipping.

If you want to add a shipping rate on this region, you will need to put a value on the price section. The reason why this free shipping rate is showing because the value under price is 0.
