All USA states and territories showing even though zone excludes them

I have set shipping zones to specific US states (just continental only), and we are using Multi Carrier label app. In both Shopify and in the app we have set the zones to only include continental US states, however ALL US states and territories are showing up. With all the issues we have had with the platform. Is there some secret voodoo that requires this to work right. We are stumped.

Wondering if you found a solution to this problem as I am having a similar issue. I have  excluded certain states to lower 48  and they still show up. Shopify support pretty worthless- suggested to buy an app or possibly upgrade to a higher package. Seems like this should be a pretty simple thing  given just about every other shopping cart has this ability and it looks like so does Shopify except Shopify's doesn't seem to work
