Are you using Shopify Payments as your payment gateway? If so, yes, by going to Settings > Payments > Manage. You will see the option to select or remove payment options such as American Express.

Is the manage button blue and clickable? It just won't go to the next page? Can you share a screenshot of it? You may need to try on a new device or browser for a new connection or try clearing your cache and cookies.
