Automatic billing for shipping charges is not working.

I can't ship anything.  When I go to buy a shipping label it gives me an error message: "You have $239.75 of outstanding shipping fees. You need to pay an outstanding bill."

 

My Primary credit card works fine.  I have PayPal as my secondary payment method.  Yesterday I tried changing my primary credit card, but still the same problem.  Normally it automatically charges my credit card when the $200.00 fee threshold is reached. 

 

How can I pay this bill?

My orders are stacking up!

Thank you for reaching out, and I am sorry you are receiving this error.

 

When you navigate to your settings > Billing, is there an shipping invoice there to pay? If so, is there an error anywhere on that page? Also, can you check your email to see if the charge was declined?

There is no invoice shown to pay.  It just says "You're -$39.75 away from reaching your billing threshold of $200.00 USD. If reached, you will be billed automatically, outside of your regular billing cycle."
 
I have not received any notice of a failed or declined credit card payment.​
