Accepting credit cards, warehouses, and shipping and fulfilling orders

I am trying to breakdown the shipping fee rates by cities and regions within my country. However
as i can see in shopify the shipping rate can be defined as a profile and the criteria to declare the rate is either by area postal code or by radius (shipping destination compared to the source store), but what if the country doesn't follow a standard for the areas postal code definition or it is not usual to follow the area postal code which is not well known by the customers.
Also what if the customer made an order however the target address is not his current location, in this case the radius of the shipping will not help.
I am wondering whether shopify would allow the merchant to customize the checkout page in a way to define a list of regions/areas whithin the country and the shipping rate would be assigned to each area separately, thus a dropdown list of cities appears to the customer to choose their shipment location and the fee rate display according to the city chosen.
Also i am not sure if shopify allows any sort of integration with Google Map so the customer can choose the delivery location in checkout and here the shipping fee would be calculated following the defined radius/rate.

Have you explored the carrier-calculated rate options? Based on the carrier you are using to process your shipments, accurate shipping rates will be calculated based on the sender's address, recipient's address, package dimensions, and weight. Does this work for you?

In fact i have a private shipping company within the country, that's why i am mostly interested to calculate the shipping rate following a static predefined input offered to the customer like a dropdown of cities/areas. So the scenario would be then if the customer choose city A will get the rate X, if city B then rate Y where X and Y are predefined similarly to what it is done currently on shopify for the postal codes method, however to be a dropdown rather than a free text to avoid any confusion and for more accuracy.
