Business registration

Hi, I wanted to ask about the business registration. I know that after you hit $10k in sales, shopify asks you about a proof that your business is leggaly registered. I live in moldova and my shopify store location is in moldova. In moldova there are no literally payment providers. The only one I could work with was PayPal. And this is the only payment gateway for my store. Do I need to register the business in the country as in the store location or just to have proof that the business is registered regardless where I'm based?
