Business Verification Button stuck on loading

I have a pending Shopify payout from December. I read through the community and went through the support AI but I still can't figure out why my payout is pending. I just started so I only have 2 orders. One from December and just now today. On the finances balance tab it says I need to verify my business. I put in my info but the submit button is stuck, just circling around loading. I don't know what to do.
