Calculate Shipping Rate BEFORE discount

We have variable shipping rates calculated on the value of the item.  Is there a way to force Shopify to calculate the shipping rate on an item BEFORE the discount is applied? Example, we have several items on sale. Original item price is $1,000, but with discount it's $600. Shopify calculates shipping based on the $600. I need it to use the shipping rate based on the original $1,000 (because we need to insure the item for the full amount) otherwise we are losing money on the transaction.  Any ideas or workarounds?

Shopify will calculate the shipping cost based on the discounted price.

If you have a fixed discount for all products, you can try the following workaround: set the filter based on the discounted price but calculate the shipping rate based on the original price.

For instance, if the original item price is $1,000 but with a discount, it's $600, and you want to charge 10% of the original price as the shipping cost, you would configure the shipping cost as $100.
