Can a tool apply shipping discounts for combined items?

Is there a tool for give a discount when two items ( each with their own shipping profile) are used? For exmaple

item 1 shipping $12

item 2 shipping $4

So if combined, just give them it for $12

or

item 1 shipping $12

item 2 shipping $8

do $12 + ($8) / 2 <--apply discount

This is something which might be possible using our app ShipMagic. You won't be able to offer discount, but you will be able to show only the highest rate when cart contains items from 2 different profiles. Attaching a video of how the app can handle it here.

It's not possible. Rates will be calculated separately and then combined at checkout when products from different shipping profiles are added.

Consider using a single shipping profile, or use an app to calculate the shipping cost.

There is one possibility by using app: https://apps.shopify.com/shipoff-shipping-discount 

You need to create collection according to shipping profile and use that collection on the app and set max shipping price. 

So when that mixed item in the cart, this app apply shipping max price and discount rest of amount. 

see below screenshot.

Note: If you are using any automatic discount app? Like wholesale, bundle, volume, etc.. because such an app generates draft orders and this app does not work on draft order checkout.
