Can customers select from pre-set free shipping addresses?

When placing orders, customers can select their standard shipping options.  But, one of my custom options is free shipping to specific addresses that I have set-up previously.  If they select the free shipping option, is there a way to then have them select one of the free shipping locations that I have provided?  I was thinking a drop down list.
