Can I charge a flat rate on the whole order rather than per item

Thank you for sharing your question with our network. Instead of creating product-specific shipping rules with Shipping Profiles, you can create flat rates that are applicable to Shipping Zones

 

The steps to create a Shipping Zone are:

  1. From your Shopify admin, go to Settings > Shipping and delivery.

  2. Next to the shipping profile where you want to add a shipping zone, click Manage.

  3. Next to the group of locations where you want to add a shipping zone, click Create zone.

  4. Enter a name for the shipping zone.

  5. Select the countries and regions that you want to be in the zone.

  6. Click Done.

  7. Add any rates that you want for the zone, and then click Save.

That should definitely achieve the result you are looking for, but please let me know if I have missed or misunderstood anything.

Thank you so much for your response. Unfortunately after following those
steps. I am still seeing 'unable to ship to this location when I do a test
order'. I have attached a screenshot of my settings.

It seemed easiest to offer free shipping as my products can go in an
envelope. I would have preferred a flat rate per order rather than per item
if possible.

I don't see any screenshots attached to your reply, are you able to try uploading it again? Furthermore, make sure to share details about the shipping region along with your shipping settings so we can cross check there are in fact rates applicable to the test order.

Yes, it is very possible, From your Shopify admin, go to Settings > Shipping and delivery.

 

I recommend you use a rate that is very reasonable enough to attract your buyers instead of repelling them.
