Can I offer different buying options for USA and India customers?

Hi, I have a client who wants to give USA buyers 2 options , buy from India and pay transportation but get a DHL tracking number immediately/ or buy from USA wait couple of days and get a cheaper transportation using ups ground or whatever, if they buy from USA they can’t get an immediate tracking number.

Is there a app that can do this?

As far as I know, the only option is to use Flat rate options in Shopify checkout. Merchants must then manage the order fulfillment process based on the selected option.
