Can Stripe Atlas enable non-US residents to access Shopify payments?

is using Stripe Atlas to get "shopify payments" to work but I am not residing in US and won't be.

will it work?

if not, then using stripe account generated from Stripe Atlas with stripe 3rd party payment gateway is it ok?
