Can't connect paypal to shop, redirects to paypal home

Everytime I click "Activate Paypal Express Payout" it does the following:
1. CAPTCHA verifies me
2. Redirects to https://www.paypal.com/dk/home (Danish paypal site)

 
It doesn't even ask me to log in, it just takes me to some front page that doesn't have anything to do with the activation.

As you're experiencing this redirection loop, I encourage you to complete the following troubleshooting steps listed below:

• Clear your Cache and Cookies.
• Access the shop from an Incognito Tab.
• Try accessing the shop from Another Browser (i.e Chrome, Safari, Firefox).
• Try Another Device (i.e laptop, desktop, phone).
• Try accessing the shop from another network (i.e using cellular data instead of wifi).
