Can we offer a free sample box with shipping only on our candle site?

we make and sell wax melts (as well as other candles, vases and hole interiors). We can to give an option to customers for a free sample box and they just pay for shipping. 

is there a way to do this? 

As well as them also getting an email as confirmation and order number?
