Can you add a custom country to a Shopify store?

Is it possible to add a custom country to Shopify Store. We really need to have separate country for Northern Ireland.

We just found out Shopify can allow VAT exclusive price for international customer, but we can't not use as it's not adding tax to Northern Ireland as it's seen as part of UK.

We need an urgent workaround this and we have paid and invested in Shopify.

I wish we were informed about this before paying and also purchasing themes etc.

If someone can help, even if we have to pay that will be helpful !!
