Accepting credit cards, warehouses, and shipping and fulfilling orders
Are you able to set up a payout account and also have an account set up to send refunds from? I set up a UPIC and I can pull from this account to refund a customer.

This may depend on what payment gateway you are using to process payments. Can you also please tell me which country you are based in?
If you're using Shopify Payments, you will be required to provide a bank account that will be used for both payouts and refunds. If a customer pays via credit or debit card through Shopify Payments, payouts will be deposited into the connected bank account and funds will be withdrawn from there if a refund is processed. Of course, if the customer chose to pay via another method at checkout, such as PayPal, then the refund would be handled through that payment method as that was the customer's payment method of choice at the time of purchase.
It is not possible to link two bank accounts to your Shopify Payments account. It may be possible with other third-party payment providers, but this is something you would need to look into and verify with the payment provider directly.
Generally, our payment systems are set up to help merchants manage their money in one place rather than distributing them. Shopify Balance, for example, is a money management account that allows merchants to manage their store's payments and transactions in one place.
