Checkout button on cart greyed out

Can anyone help me with this problem. It occured a month ago and only on a desktop (each browser). When going to my cart details I can not click the checkout button. I can click shopPay and GPay but not the checkout one, it is greyed out. Don't have the problem when I click on the product page directly to checkout.

I see you have customized code to ask visitors to agree to your policy and disable the checkout button. Please try to remove that code and check again.

how did you find out that there is a code? and where is the Code ? I have the same issue and wanted to see if I can remove that
