Checkout manual order shipping cost not showing as cart line

I've noticed that when you create a manual order and add fixed shipping cost to that manual order and send the checkout link to the customer, that the total amount is correct, but the shipping cost is not shown as a separate line.

When the customer adds his address it will add the shipping separate, but the amount is always fixed regarding the location, so I don't find that logical.

Is this desired behaviour?
