COD option disappears on providing State and PIN in shipping address section

Hi,
We have setup COD through manual payments, local delivery option with both delivery zone radius and eligible pin codes.
While on checkout page, we can see the COD option is present, but as we input State and PIN code in shipping address, COD option goes away.
What can be done to make it stay?
