Conditional shipping method to customers with orders pending for delivery

I’m trying to create an app that only shows the “Add to an existing order” delivery method to customers that have unfulfilled orders, it can also be that the last order is was placed less than 12 hours before.

Until now I created a delivery customization function, but it doesn’t allow me to access the customer’s order data. 

Any suggestions?
