Create Product that Payment is Due on fulfillment

I need to create one product that the user needs to fill out a form for a service and be accepted based on the input before we request payment.  Is this possible?

Potential Steps:

1. Request service by acquiring the product
2. Fill out the form with the required information. Like name, company, vehicle VIN, etc
3. Once reviewed and accepted
4. Then, request payment upon acceptance

Please provide me with some feedback on how we might do this.

@randalma Your best option might be doing a combination of using a specific product page template, adding a form to collect information and then reaching out to customer to collect payment via a draft order. Here's how it could look - 

1. Set up a product page template that clearly states the product is available only after filling the form.

2. Use Shopify Forms or Klaviyo to set up a signup flow to collect information from the customer. You can also an app like ours - STOQ - to collect the customer's details in a Waitlist and then reach out to them separately to get all the details.
3. After both sides agree, create a draft order with the product or create a custom product.

4. Your customer gets invoiced and they can make a payment right away.
