Create Shipping Labels before finalizing the shipping cost

I have the frequent need to create a draft order for a wholesale customer. I then charge that customer ACTUAL shipping rates.

I need to be able to create the shipping label(s) and then add that cost to the invoice before creating the order and charging their credit card so that the total will be correct.

OK, lets hear the solution?!?!?!?
