Creating Shopify Payments account in turkey?

I know that some moderator friends will say no it cannot be used, but right now I have two friends who are actively receiving payments with shopify payments with the UK company in Turkey, and these people do not share how they do it. Guys, I want to consult with you, is there a way to do this? How did they do it?
