We had the settings above checked off, but we kept receiving orders with the following in Shopify's fraud analysis:  Card Verification Value (CVV) isn't available

Any suggestions or information would be greatly appreciated. I know there are apps that help prevent post-purchase fraud analysis but our business needs require us to have fraud protection at the moment of processing.

Essentially, while this is enabled in your store not all transactions are eligible to use it for various reasons. There will be times when the CVV (Card Verification Value) or the AVS (Address Verification System) checks are unable to run. This can happen because the card issuing bank does not support this feature.

 

When customers are checking out with Shop Pay, Apple Pay, or Gpay using Shopify Payments, our CVV checks may not need to run, as the information may already be verified on our end from a previous transaction.

Thank you Shay for clarifying this. Is there a way to simply decline high-risk charges? We're receiving orders that are labeled high-risk risk the suggestion from Shopify analysis is to cancel the order, but we'd like to prevent such charges from being approved in the first place due to our business model. Or is the Shopify analysis incorrect?

There are a few options for you in this case. If there are specific elements that are being flagged (like failed CVV checks) then you may be able to use our free Fraud Filter app to automatically reject these orders. 

 

There are apps available in the app store (for a cost) that can cancel orders based on a range of elements or supposed risk, which may be a good investment during the holiday season: Shopify App Store - Fraud Protection.

 

You can also enable payment capture for your orders. This allows the customer's bank to authorize the charge for the order, but it isn't finalized or processed until the merchant reviews and approves it. This means that if you cancel the order, there are no "refunds" or processing fees needed. The authorization from the bank is lifted and the customer receives their funds back: Shopify Help Center | Payment authorization and capture.

Unfortunately, we're trying to prevent high-risk orders from being processed at all by simply verifying the CVV/AVS, I know Shopify Payments doesn't have further fraud settings to decline payments when the customer's banks don't support these features (authorize.net does) and that app is still post-purchase.

My question exactly, why can't Shopify simply decline such orders? Have you found anything yet?

Third party Apps for basic stuff that Shopify should be providing to begin with. Why?

Fat commissions, and absence of talented developers coupled with unwillingness to improve.
