Custom shipping not working when choosing California

I have a general shipping profile and two custom shipping profiles. Within each profile, i have two separate shipping zones (all the same, western united states (3 states including nevada, california, arizona)) and the other zone is all other continental states. all general and custom profile products seem to work EXCEPT when i choose the custom shipping item for the state of california.

For the 3 states, i have set the shipping to be calculated based on Boxify app's rates which pull from UPS and adds box dimension restrictions. Again, outside of California, it works perfectly. Only when the shipping address is in California, i get an error message that "we do not ship to california". Please help!
