Are you able to replicate this experience at checkout?
Is this occurring on all products? Do you have digital products?
Have all customers reported this, or particular ones? Is it a particular region that is being impacted?
Have they tried using multiple devices, and browsers? If so, which ones were reported back to you?
Most importantly, share a link to your store URL and I will be happy to run some troubleshooting steps on my end
